Mission:

California International Business Alliance (CIBA) is a non-profit organization, dedicated to promoting and facilitating the business development objectives of its member companies seeking success in the growing global economic system.

 

CIBA is focused on creating and utilizing its global contact and resource network to assist California companies to present their services, products and other resources in the management of material and human resources.  CIBA gets actively involved in a step-by-step process to assist member companies enter and expand into markets around the globe supported by federal, state and local governments.

 

CIBA advisory and support staff acts in a much needed counseling and advocacy role to promote CA companies in the global market and also act as an international marketing division of CA companies.

 

Objectives:

 CIBA works closely with business and government organizations to develop profitable international business expansion by:

·        Creating comprehensive strategic and tactical plans to approach and enter the expanding global markets. This will include market research, analysis, strategic planning and implementation.

·        Arranging for cost-effective services such as translation, legal, advocacy, networking, and other types of support to member firms.

·        Creating a growing membership network open to any firm active in California. The membership fees are minimal. For each project, CIBA will charge only to cover expenses as they occur.  CIBA’s “hands on” team of business professionals will greatly minimize potential risks for project participants.  CIBA can participate as an active joint venture project partner in cooperation with member firms and be compensated as a percentage of the profits or revenues of the projects.

CIBA’s Advocacy Role:

 

·        CIBA serves as a proactive voice member businesses in the U.S. and the international markets. CIBA         works with government officials to promote an environment conducive to successful business           undertakings for member companies.

·        CIBA troubleshoots and helps member companies in the international market with their unique needs and     specific issues.

·        CIBA will closely work with international agencies to promote US interests globally.

CIBA Educational programs:

 

·        Publish online newsletter on current business trends and opportunities.

·        Develop and conduct comprehensive “how to succeed in the international market” training programs in         partnership with leading US higher education institutions

·        Organize conferences and briefings relating to international business.

International Project Development Centers (IPDC)

 

IPDC is a non-profit entity supported by Global Economic and Workforce Development Coalition (GEWDC) and California International Business Alliance (CIBA) working in collaboration with municipal government and local economic development offices in the US and overseas. The function of the center is to identify and assess international development projects and find enterprises that are ready and able to participate in the planning, execution and management of these projects. These projects could involve the need for products (machinery/goods) and services as well as international business expansion opportunities.  

 

IPDC Functions:

Municipal Government role:

-         Providing the address, telephone and room for occasional meetings of IPDC

-         Providing interns for IPDC (through GEWDC assistance)

-         High-level Participation in Trade Missions and IPDC meetings

 

USDOC support role:

-         Participating in IPDC activities and Trade Missions

-         Supporting Export Project Initiatives through DOC network

-         Providing International Support through US Commercial Service Centers  

 

The main purpose of the IPDC is to create an interactive support system for the local businesses by integrating the public and private resources to facilitate international expansion and sales.  This model is very effective in the international market since most countries such as China, India and others operate in close collaboration with their municipal governments and private sector employers.

 

Furthermore, the US and State government support in meetings and trade missions means that the government in the other countries would receive the delegations at a level corresponding to the visiting guests.  For example; if a trade mission includes a US mayor then the delegation would be received by the local mayor. This arrangement is very helpful since it gives the delegation access to the pool of local resources rather than meeting with one or two companies. This arrangement would also create some protection and face-saving measures for the US businesses who are contemplating ventures in China.  Almost all delegations coming from China are not only represented by the Government but also the senior government officials are the leaders of the delegation.     

 

Organization:

CIBA was organized by three individuals with extensive business and organization development experience:

Ramses Rashidi - an international business enterprise developer and strategist.  He has lived and traveled in China for over 15 years.  He serves as Managing Director of Future Trends, Ltd. a consulting and resource management firm serving over five hundred municipal governments throughout China.  Mr. Rashidi also directs the operation of the Center for Balanced Development (CBD), conducting research on relational models of development in the emerging global economy. He lectures extensively on strategies for building successful business operations in Asia. He is currently completing a book on “The Human Dimension of Development” which is the result of his experience in observing economic and workforce development trends around the world.  Mr. Rashidi was born in Iran into a family of business entrepreneurs and currently lives in Southern California.

 

Dennis Fisher, MBA CFPIM CPM - Dennis Fisher, MBA CFPIM CPM is President of Basic Business Services, an organization dedicated to consulting and education in the global business community.  His business and personal life is founded on one key principle – To train and develop people for their maximum personal and professional growth potential. Thus he is focused on the physical application of learning through the students. He has held many positions over the last 30 years in manufacturing, distribution, purchasing, consulting, training, engineering and service organizations.

Mr. Fisher is considered an industry leader in “Who’s Who in Finance and Industry” and other reference publications for his contributions to automation and advanced process redesign throughout the world. He is a regular speaker at professional and civic groups around the world and has authored dozens of articles and reports that are considered state-of-the-art. He is regarding as one of the world's leading authorities on supply chain management and Total Quality Management (TQM).  He has served as the president of several professional societies including the Institute for Supply Management (ISM) and the American Production and Inventory Control Society (APICS).

 

William Prouty, CBC CEC CLU RHU MBA PhD - Dr. Prouty serves as the Chief Executive Officer of Benefit Technologies International, Global Economic & Workforce Development Coalition and Global Education Services Alliance.  These firms provide small to mid-sized employers with a comprehensive range of resource services and support.  This includes online human resource management, regulatory compliance, executive and employee benefits.  Dr. Prouty’s business career spans over 50 years and includes hands-on management and leadership of many business and non-profit organizations.  Dr. Prouty teaches a wide variety of business management and communications programs at the local and regional level.

The CIBA Executive Advisory Council brings together the unique skills and talent of international business and trade specialists. 

 

Robert Gordon - developer of the www.CalTrade.com information portal and California Trade Information Network community development resource group.  Mr. Gordon has dedicated the last three years of his life to the creation a mechanism where businesses could learn about the breadth and depth of the international business and interact with others of similar interest in the U.S. and around the world.  He has developed a highly effective and interactive communication platform.

 

Scott Sambucci – Scott is the Founder of Economic Information Services, LLC.  Scott has developed a highly successful business operation in Kazakhstan and Ukraine in Central Asia.  Scott and the EIS management team bring a wealth of experience and knowledge into project management in Central Asia.

 

Michael Khaled – Mike is the CEO of Ocean Consulting Group and Breakthrough Education Systems and Technologies.  Mike has over 25 years of leadership in the staff development and industrial training.  Mike served as the Director of Training for Douglas Aircraft Corporation with over 40,000 employees.  In the last seven years, Mike has assisted California firms in receiving over $27 million in training grants.

 

Robert Bowen, JD – Robert is an international trade and business legal specialist with over 15 years of experience.  He is a former international trade legal specialist with the U.S. Department of Commerce.

 

CIBA Advisory Councils 

 

Several advisory councils help build the extensive resource and support networks and provide the collective knowledge of many different senior management level personnel who communicate on a regular basis:

The skilled professionals who are part of the Advisory Councils review programs and cooperate on a wide variety of specialized business projects.  Some are also available to serve as advisors, mentors and coaches to organizations moving into the global marketplace.  The Councils will meet together on a quarterly basis to discuss “best practices” for their industry sector.  An online communication community development system is provided by the California Trade Information Network (CITN).  This will also allow the facilitation of voice and video conferences on a regular basis as needed or desired by the Council members.

Advocacy: CIBA is an active participant in several growing business coalitions working with elected officials and staff at local, regional, state and national levels.   Supporting associates of the various coalitions work diligently to educate politicians and bureaucrats to the special needs of the industry clusters like the manufacturing and healthcare sectors due to the powerful economic impact that these sectors have on the economy.  Manufacturing has one of the highest employment multipliers thus creating many additional jobs in the community.  Other issues communicated include the impact of increasing and burdensome regulations on the cost of operating all businesses.

 

CIBA members also have full membership privileges in the California Employer Advisory Council (CEAC) which includes the Management Hotline and Legislative Advocacy resources.  The CEAC has over 50 local chapters throughout the state.  A monthly Legislative Action Report provides members with information on pending legislation.  The Management Hotline provides access to human resource legal counsel on how pending and existing laws and regulations affect the employer.  Special email notices are sent to members to alert them of significant legislative and regulatory issues and how to best prepare for their potential impact.

 

Insurance and Benefits:

 

Workers Compensation - The excessive costs of mandated workers compensation insurance through legislative intervention has produced substantial cost increases for California business in excess of double the national average.  Special industry specific programs are in development to tailor the programs to the unique needs of the industry alliance organization.   Aggressive claims and case management activities are designed to reduce the cost and economic impact of claims.  The resources of a qualified Medical Provider Network (MPN) will provide participating firms with control claim with proactive case and claims management.  The California Labor Code permits this practice so that everything can be done to assist the injured worker to make an optimum recovery and return to work.  A proactive "return-to-work" system helps employee return to active employment in appropriate activities while treatment continues.   A comprehensive education program for associate firm employees and management will increase awareness and the procedures for claim fraud and abuse prevention and abatement.  Special legislative advocacy programs will be implemented to encourage the legislature to correct the current system which drives excessive claims and litigation.  Upon completion of the California program exploration of the needs in other states with active GEWDC activities will be investigated.  Programs are coordinated by industry leaders: Aspen Reinsurance Group, Global Insurance Advisory Services, Benefit Technologies International, Quaestor Risk Management and The Risk Advisory Council.

 

Liability & Property Insurance - Utilizing a national risk retention group (RRG) and Purchasing Group system, the alliance associates will have the opportunity to participant in a proactive risk management system designed to reduce the costs for this vital coverage.  Aggressive claims and case management activities are designed to reduce the cost and economic impact of claims.  A comprehensive education program for associate firm employees and management will increase awareness and the procedures for claim prevention and abatement thus reducing both claim frequency and severity.  Programs are coordinated by industry leader Benefit Technologies International, Global Insurance Advisory Services and Aspen Reinsurance Group.  Full commercial insurance services are available through The Risk Advisory Council which currently serves hundreds of California firms and Casualty and Surety of New York, Inc.

 

Consumer Directed Health Plans - The cost of employer-sponsored healthcare programs is rising at double digit levels.  Cost increases are putting employers into a position of reducing benefits, increasing employee cost participation or even terminating healthcare benefits all together.  The defeat of Proposition 72 gives employers a much need break to be able to implement the significant benefits of Consumer Directed Health Plans (CDHP) which creates lower costs and increased proactive participation by employee and dependents in acquiring needed healthcare services.  Special programs have been developed by California Choice, Blue Cross/Blue Shield, Aetna, Cigna, Kaiser Permanente and The Risk Advisory Council. Education & Training: One of the most significant methods of reducing costs and improving worker and system productivity is through skill development and technology integration.  Comprehensive training and education system resources are coordinated to assist associate organizations to maximize their efficiency and cost effectiveness.  Programs include instructor-based workshops and seminars, online and computer based educational system and integration of special government programs for workforce development including the California Employment Training Panel.   • Manufacturing and Healthcare Skill Standards Certification - in cooperation with the Manufacturing Skill Standards Council, Lightspeed University, University of Healthcare, Thomson Direct and The SAM Group, supporting organizations will have access to a comprehensive system to help train and certify current workforce personnel in wide variety of needed skills.

 

  • California Employment Training Panel - More and more enlightened business decision makers are looking at education and development as a strategic weapon to enhance their competitive position.  Just as a company should have a strategic plan for the business, a company should also have a long range Strategic Employee Development Plan linked to, and in support of, the company business plan.  Its purpose is to provide the competencies needed by the managers and employees of the business in order to make it successful. In many cases this Strategic Employee Development Plan can be completely funded, in California, by a state agency which has funds set aside to provide grants for funding such company training plans.

 

This agency is called the California State Employment Training Panel.  This panel exists to fund training proposals submitted by companies in California that meet the following criteria:

 

o       Have a strong comprehensive training need and out-of-state competition

o       Employ a 25 or more people in the state

o       Have a critical, comprehensive and strategic training need that is substantial and necessary to grow or improve company performance.

o       Need assistance to fund the training plan because of its cost impact on the organization

 

This agency currently has approximately $90 Million available for the 2005-2006 fiscal year to grant to companies and is looking for proposals to fund.  One of the active members of GEWDC Executive Council has completed over 45 projects in the last seven years bringing over $25 million in training support funding to these firms.

 

  • Staff Development & Training - GEWDC provides a comprehensive resource directory of training and skill building providers to aid associates in the development of their Strategic Staff Development and Training Plans.  These programs will also focus on the teaching of mastery in the national manufacturing or other industry cluster skill standards leading to various industry certifications.

 

  • School-To-Career through Smaller Learning Communities -CIBA is actively supporting the creation of a network of Manufacturing/Engineering/Technology academies in the high schools to provide resources to students who wish to explore a career in the interesting and high paid fields.

International Trade & Business Development:  It is becoming a necessity for manufacturing sector firms to be knowledgeable and proactive in the rapidly changing world of international trade and commerce.  Business is growing on a global basis.  Profitability and even survival can depend on a firm's ability to be an active participant in global commerce.  Special education programs and trade missions will assist associates to find their niche in this dynamic arena.

 

  • The California Trade Information Network - a highly proactive and cost effective program is available to associates through the California Trade Information Network, www.caltrade.com.  This comprehensive support resource provides information, trade project matching, education and project coordination.  System uses the resources of the United Nations Tradepoint System, U.S. Departments of State and Commerce.  The ability for associate organizations to become active participants in the rapidly expanding global economy may be critical to long term success.  Special discounts on unique program services are available to associates.

 

  • The California International Trade Partnership Council – a coalition of numerous entities, public and private sector organizations that are involved with global trade activities. Having the State of California participating in trade promotion in an official capacity is a strong indicator to the world that California is “open for business” and part of the global economy.  Official participation also assists organizations identify an officials point of contact for issues regarding business growth, opportunities and investments in California.  Directly involved in the Council are the California Department of Food and Agriculture (CDFA), California Labor and Workforce Development Agency (LWDA), California Business, Transportation and Housing Agency (BTH), California Travel and Tourism Commission, California Commission for Jobs and Economic Growth, U.S. Commercial Service – Department of Commerce, California International Trade Development Centers and various other organizations.
